「都道府県」という広域地方公共団体がいつごろできたのか、ご存じだろうか。明治維新後、廃藩置県（1871年）が行われたときは、1使（開拓使）、3府（東京都・京都府・大阪府）、302県だったという。約半年後、整理合併して、1使3府72県となる。その後、さまざまな紆余曲折を経て、1890年（明治23年）、1庁（北海道庁）3府43県となった。東京府が東京都となり、北海道庁が北海道に変わるが、
