7月9日から東京都主導で主要企業が通勤時間をずらす「時差Biz」が実施されている。鉄道会社側でも早朝時間帯に臨時特急列車を運行させる等支援しており、主要駅の朝ラッシュピーク時に利用客が平均2.3％減少したそうだが、焼け石に水である。
