西日本豪雨の影響で一部不通が続く山陽本線。同線を通らずに関東、関西方面と九州方面を結ぶ貨物列車の運転が始まりましたが、災害発生から運転開始までに長い時間がかかりました。なぜ時間がかかったのでしょうか。
