国土交通省の分類では本州・北海道・四国・九州・沖縄本島の5島を除くすべてが離島である。日本には離島が6847あり、このうち有人は421で、ほとんど（6426）が無人離島である。少子化の影響もあって、有人離島でも人口減少が続いている。しかも振興策の不備などから外国勢力によって占拠されるかもしれないという不安に晒されている。(
